The Name of the Society shall be JP Clarkes Golf Society of New York,
Objectives: The Society shall organize golf outings and social activities for its members
Membership:
Dues shall be $200.00 annually
Outings shall be $100.00
$10 to be collected at each outing for members to participate in prize money for CPs and LDs; to be distributed same day of the outing
New members are to be approved at the Annual General Meeting (AGM)
All members must play 2 outings to renew their membership. Any member who does not play 2 outings will be classed as an inactive member; inactive members may be declined membership the following year so that positions can become available for new members.
All members must have a valid USGA handicap
Any member without an official handicap must post 10 scores including 2 GOY outings before they will be eligible to play off their full handicap.
Elections:
The officers and Committee of the Society shall be elected at the Annual General Meeting
Annual General Meeting:
A general meeting of the Society shall be organized annually.
Each member is to be given two week’s notice of the AGM.
At the AGM the Chairman shall present a report on the year's activities.
Secretary will read minutes from the previous year; and members will review and approve the minutes.
At the AGM the Treasurer shall account for the financial position of the Club.
In absence of the Chairman, Secretary, Treasurer or Captain shall report on behalf of the respective officers.
The quorum for a meeting shall be 10
Committee:
The Committee of the Society shall be made up as follows; Captain, Vice-Captain, Chairman, Secretary,Treasurer, Handicap Secretary, Asst. Secretary and Vice-Chairman.
The members of the Committee shall be elected at the AGM of the Society.
The Committee shall meet regularly for the transactions of the business of the Society
All issues before the Committee shall be decided by majority vote but the Chairman shall have a casting vote in the case of a tied vote.
When a vacancy occurs in the Committee a successor shall be elected by members of the Committee
Nominations for a vacancy shall be called by the members. The nominations will be proposed and seconded in writing.
Responsibilities of Officers:
The Vice-Captain shall automatically become Captain of the Society the following year.
The Captain will choose his/her Vice-Captain from any member in good standing.
The Secretary shall fulfill the following responsibilities: Prepare and distribute notice of all meetings, functions, events, golf outings, all other communication as instructed by the Committee. Execute orders of resolutions of Committee, the AGM or a special general meeting; and maintain a register of names. The Secretary will distribute all information to the members.
The Treasurer shall receive all monies belonging to the Society and deposit the funds as soon as reasonable to the credit of the Society's bank account.
Accounts:
A bank account shall be opened in the name of the Society.
The account of the Society shall be made available for the membership.
Conduct of Elections:
Elections shall be conducted in order with the following procedure.
Elections for the Chairman, Secretary, Treasurer and Handicap Secretary positions shall take place at the AGM of the Society.
Nominations for the Chairman, Secretary, Treasurer and Handicap Secretary positions shall be submitted four weeks prior to the AGM.
Nominations shall be sent to all members two weeks prior to the AGM.
Voting shall be by secret ballot only.
Amendments:
Articles of the constitution shall not be altered, amended or added to, except at an AGM or special meeting of the general society.
Any motion proposing a constitutional amendment shall require a two-thirds majority of those present and voting to carry.

Handicap:
A handicap committee will be established to manage all handicap matters.
The handicap committee will consist of a Handicap Secretary and 2 active members.
All players must post their own scores, this includes all tournaments, matches and all competitions. In the event you do not finish 18 holes; you must enter your score with a par on the unfinished holes plus your handicap.
Players who fail to keep handicaps current are not eligible for prizes. This includes Golfer of the Year.
Max handicap for men is 25
Max handicap for women is 30.
FIRST TWO OUTINGS OF THE YEAR MUST BE POSTED AS COMPETITION SCORES.
Disciplinary:
All grievances shall be reported to the Committee before the scorecard is signed..
All Tournament scorecards are to be signed and turned in to the Committee. Physically or with a picture.
Outing Tournaments:
USGA Rules apply all times
All matches are to be scored using the Stableford scoring system. To be eligible to win any competition or to be considered an active member, golf members must participate in a minimum of 2 outings.
No requests for a player in your group at an Outing. Outing Tee times consist of players names pulled from a draw (excluding matches).
No Caddies at Outings
The tee box to be played will always be 2nd from the tips for men. And the most forward tee box for ladies.
Senior tee boxes can be used by a member aged 64 or older but must delcare using this tee box by the first outing and must use the same tee box for the duration of the season.
Players are asked to mark stroke play to score on the card.
Pick up the ball after double par.
A provisional ball is to be used in case of a lost ball.
Players who fail to hit the provisional ball can't score on the hole.
Three minute search rule for lost ball.
Players are requested to be at the course a half hour before their tee time.
A player will be charged greens fee if they fail to notify the Committee of cancellation within a set period of time.
Visitors may accompany member at outing as long as no member is denied a place.
In the event of "rain out" the outing shall be canceled unless each group has played at least 9 holes and outing shall be scored on 9 holes.
Course pro will have to cancel the outing or be determined two hours after the first tee time by a
Committee member.
In the event of a tie for 1st place each tying player shall be rewarded a 1st place trophy.
Golfer of the Year (GOY)
Golfer of the year shall be decided by the 7 best accumulated scores over the 9 outings using Stableford scoring.
A senior stableford competition is for over 50 and will run in conjunction with regular GOY outings and be best 7 of 9.

Championship)
Match Play
USGA Rules apply at all times
All matches are determined by open draw
Will be redrawn by the open draw for both each round singles and doubles with two members present for the draw.
The first player (player A) drawn in each match shall have a choice of any course. If their opponent
(Player B) declines to accept the choice of course player A shall choose 1 of the 8 selected outing courses to play the match and Player B must accept..
It is up to both players to contact each other to arrange the match,
If either player has an issue or problem contacting their opponent or arranging their match they must contact the committee one week prior to the cut off date. At this stage the Committee shall decide how to proceed.
In the case of a match not being played prior to this date, if player A plays the outing without their opponent, player B, in attendance at the outing then player A will be awarded the match. This rule maybe overturned by the Committee if player B contacts the committee 1 week prior to the cutoff date to plead their reason for the absence.
Match Play strokes are based on 100% of course handicap.
Low Handicap plays off scratch.
Both players may agree before the start of the match whether to replay the match or back nine rule in event of a tie. Re-match must be played before the deadline.
If a match cannot be finished because of daylight or weather, the match will be replayed.
The final shall be played over 36 holes.
In the event there is a tie in the final it will go to another 18 holes until there is a winner.
Doubles Competition:
Pick your own partner
Low handicap to play off scratch and everyone else will play off 100% of the course handicap difference.
The final shall be played over 36 holes.
Match League:
USGA Rules apply at all times
Same rules as Singles/Doubles applies
Match League and Singles competition are not to be combined
Same Cut off dates are applied
Designated courses are Haverstraw, Putnam and Spook Rock.
Competitions are permitted to be played on any course agreed; if not agreed must be on the appointed course
No concession points.
Players set up their own tee times. Winner of 18 holes.
Captaincies:
Each member is requested to take captaincies for a year.
Each captain shall nominate a vice captain with in one month after being appointed.
The vice-captain shall captain the following year.
The captain shall not be liable for any monthly outing fees.
Inter Club Competition:
Captain, vice captain and chairman will be responsible for picking the team for inter-club.
Club Championship:
This will be a scratch competition.
All members who wish to play in this competition must contact the Committee. All members will be notified by the Committee regarding the entry date.
The competition will consist of 4 different categories. There will be a Championship Flight, A Flight, B Flight, and C Flight. There will be a minimum of 8 golfers in Championship flight, and each other category will be determined by the Committee. Each category will have a handicap limit determined by the Committee.
In the event of an uneven number of players, the player in the middle of the group (e.g. player 19 of 37) will be given the choice of which group they would like to enter.
In the case of more than 16 players in each flight, a preliminary round will be played consisting of the necessary amount of higher seed players so that the next round shall consist of 16 players (e.g. 20 players qualify for the championship flight; these players are seeded 1 through 20 in order of low to high handicaps) Players seeded 1-12 shall be given a bye into the next round and players 13 through 20
shall play the preliminary round for the remaining 4 players in the groups. These matches will be seeded the same way as all club championship matches. Seed 13 plays 20, 14 plays 19, 15 plays 18 and finally 16 plays 17.
State your preferred course for the club championship to be played on.
If tee times cannot be arranged on the most voted course the 2nd most preferred course will be the venue.
Championship flight shall be played from the back tees.
Elite level, A, B, C shall be played 2nd from the tips.
The final will be played over 18 holes.
Ryder Cup:
2 teams.
Committee to determine Captain for USA and Ireland
To be played over 2 rounds 2nd round to be played at Sprain Lake.
